Well, of course, it is quite common for seriously ill people to die trying to get to a hospital on an ambulance, in Kyiv traffic.  If the elderly woman had managed to get to a hospital in a small city, any sort of surgery there might also imperil her life.  Maybe the military hospitals would have acceptable care.  I won't ever forget, years ago, in Odessa, meeting a woman who was injured, with her leg broken in multiple ways, who received treatment at a military hospital in Kyiv.  When making a donation, she showed me the X-Ray.  It looked like they braced her leg inside, with a piece of rebar.

An ambulance usually costs about 1500 UAH in Ukraine, or did several years ago, when I was told by someone who had been outraged that it could be three times that in Mexico.
