I am trying to figure out when it is possible to travel to Ukraine from abroad and confirm the likelihood that 14 days of isolation will be required. Phase 2 of the quarantine finishes on May 22 and "Adaptive quarantine" will begin with new decisions about further relaxation of quarantine made, based on new confirmed cases, issued every ten days.
Is there any news yet about when we can travel?
Several airlines have announced flights to Ukraine in the near future, but officials suggested these flights were just trial balloons, as it were, coming before the government made a decision about the borders, or about whether outbound flights will be allowed.

I heard something about June 15, in line with the EU, at least to a certain extent.  What airlines do has no significance.  Just marketing and wishful thinking.  Quarantine unclear.

I think the suggestion was at the time of the last extension of the quarantine, that Ukraine might open the borders one month after Italy, Germany, Spain and Poland open their borders.  But, it seemed like that was an estimate, not etched in stone.   Italy opens on June 3 and the others might open by June 15.   June 15 is the date being advocated by the EU, but every country can do what it wants.

Ukraine has opened all border checkpoints excepting Belarus and Russia.  Does this mean that Americans or citizens of Belarus can enter Ukraine through these checkpoints, or is there some limitation on who can enter?

Clearly airports and flights are not going to resume until at least June 15 and it sounded like they might open airports for internal/regional traffic only, at first.

Why do you only ask about Americans? Open check point means just that, Open Check Point....drive from Poland into Ukraine, it  should make no never-mind if you are an American or even (god forbid) a Canadian.
Peace is the failure of the military to convince the government that it can and should kick its enemies ass.

June 15 is the target date for restoring scheduled international flights. ?Arrivals and departures of passenger aircraft will be relaunched from June 15,? the Infrastructure Minister wrote yesterday on Telegram

Through June, people entering Ukraine have to go through 2-week self-quarantine, enforced by monitoring through the smartphone Diia app.

I am asking about Americans, because the opening of the border checkpoints seem to be intended to create what they are calling "Bubbles" of contact with these neighboring countries.  I mean, at this time flights and internal travel in the EU countries checkpoint access is opened to, are not available.  My point of view is that of an American who is considering trying to get into Ukraine, just looking at the angles.  I see it was a dumb question, though.

I think you will be ok. Though I don't 100% understand why they are so picky at the check points unless it is to catch Russians or displaced persons from other countries wanting to simply come into Ukraine ... though that seems laughable, if I was a displaced person I would head to Germany first. (Or the UK and get a illegal job as a taxi driver)
