Strange request - Ukraine License Plate

I know this might sound strange, but I was wondering if anyone living in the Ukraine would be able to get a hold of a standard issue license plate (not still in use of course) and we could work something out to send it to me?  

My name is Colin Zwirko, US born but Ukrainian by blood
