I dunno about most Americans, but I get these e-mails all the time.... I guess I could post them here? For example:

Dear Friends and Wardens:

We would like to invite interested U.S. citizens in Odesa and the surrounding area to meet with a U.S. Consular Officer for routine ACS services on Friday, September 30, at the Londonskaya hotel.  The Officer will be available from 10:00 a.m. till 11:00 a.m. in the hotel lobby.  Londonskaya hotel is located at 11 Primorsky Blvd. in Odesa. Please note that the services will not be provided after 11:00 a.m.  Please plan your visit accordingly and come as early in the hour as possible.

But these embassy updates are so poorly written.  When I was at the embassy I got the sense that jobs are given to friends and girlfriends of the higher-ups, and little of what can be done to help assist expats is actually done.

I'd be interested in renewing my U.S. passport in Lviv but was under the impression that it's only done in Kyiv b/c I see no related offices in other cities. The embassy (Kyiv ofc) claims they can process a passport renewal in 7 days, even though I saw on some U.S. gov. site that there are no expedited (i.e. less than the standard 6-8 weeks) options when renewing a passport from abroad. Don't know if it can be done from Lviv, if it would take 7 days instead of 6-8 weeks and when the next opportunity would be after 4/20 since I won't be in Ukraine until a few days later. Maybe best to just stay in Kyiv at first and take care of it there. Surely more fun there than Lviv anyway.

Call American Services in Kyiv. Get the name of the person you are talking to and get the info you need. If they say they can do it in a week then apparently they can. You will more than likely have to go to Kyiv for processing.

Dear Friends:

The American Citizen Services unit is in the process of rebuilding our network of Wardens to ensure that we are able to communicate as effectively as possible with U.S. citizens in the event of an emergency. We are looking for volunteers to serve as Wardens in various regions of Ukraine. If you think you or someone you know may be interested, or you just want to learn more - let us know!

Wardens are private citizens who help the Embassy help U.S. citizens in need.  They assist travelers in distress, help us track down missing U.S. citizens, and, in the event of a natural disaster or other emergency, help us locate other American citizens so we can help get them to safety.  Most often, however, Wardens are called on to be our ?eyes and ears? in the community, providing valuable feedback on what life is like for ordinary U.S. citizens in every corner of Ukraine. Wardens are usually American citizens who are longer-term residents of Ukraine and, ideally, speak some Ukrainian or Russian. Please note that this is a voluntary position that does not imply financial reimbursement.

We need wardens in major cities like Chernivtsi, Dnipropetrovsk, Ivano-Frankivsk, Cherkasy, Kherson, Khmelnytsky, Lviv, Kropyvnytskyi, Mykolaiv, Poltava, Rivne, Sumy, Ternopil, Uzhgorod, Vinnytsya, Zaporizhzhya, Zhytomyr, Volyn, and Odesa. Wardens in smaller cities and rural areas are also uniquely important because those can be the hardest places for us to reach in an emergency.

If you would like to be our Warden, please provide us with your full name, DOB, passport number and your contact details via email at  KyivACS@state.gov. Once you notify us of your interest, we?ll get back to you with further instructions.

The Department of State warns U.S. citizens to avoid all travel to Crimea and the eastern regions of Donetsk and Luhansk.  This supersedes the Travel Warning for Ukraine dated December 14, 2016.
 
Russian-led separatists continue to control areas in the Donetsk and Luhansk oblasts, where violent clashes have resulted in over 9,000 deaths.  A ceasefire agreement established a de facto dividing line between Ukrainian government-controlled and non-government controlled areas of Ukraine, with a limited number of operational checkpoints controlled by government and Russian-led separatist forces. There have been multiple casualties due to land mines in areas previously controlled by the Russian-led separatists, and both sides of the contact line are mined.  So-called ?separatist leaders? have made statements indicating their desire to push the contact line to the administrative borders of the Donetsk and Luhansk oblasts.  Artillery and rocket attacks near the line of contact continue to occur regularly. Individuals, including U.S. citizens, have been threatened, detained, or kidnapped for hours or days after being stopped at separatist checkpoints, and one U.S. citizen working for OSCE?s Special Monitoring Mission to Ukraine was killed inside the non-government controlled area of Donetsk.  The Government of Ukraine has stated that foreigners, including U.S. citizens, who enter Ukraine from Russia through non-government controlled territory, will not be allowed through checkpoints into government-controlled territory.

The Federal Aviation Administration (FAA) prohibits U.S. civil aviation from flying in the Ukrainian Simferopol (UKFV) and Dnipropetrovsk (UKDV) Flight Information Regions.  For further background information regarding FAA flight advisories and prohibitions for U.S. civil aviation, U.S. citizens should consult Federal Aviation Administration?s Prohibitions, Restrictions and Notices.
 
The situation in Ukraine is unpredictable and could change quickly.  U.S. citizens throughout Ukraine should avoid large crowds and be prepared to remain indoors should protests or demonstrations escalate.

U.S. Embassy Kyiv's Consular Section is open for all public services; however, in light of the ongoing unrest, the Embassy has severely restricted the travel of U.S. government personnel to Donetsk and Luhansk oblasts and Crimea, and occasionally limits travel to adjacent regions.  As a result, the Embassy's ability to provide consular services, including responding to emergencies, to U.S. citizens in eastern Ukraine and Ukraine's Crimean region is extremely limited.

Event: Kyiv's American Citizen Services unit is in the process of updating our network of Wardens to ensure that we are able to communicate as effectively as possible with U.S. citizens in the event of an emergency. We are looking for volunteers to serve as Wardens in various regions of Ukraine.
 
Note: If you had previously volunteered to be a Warden and we recently corresponded with you to update your contact details, you do not need to respond to this message.
 
?         Wardens are private U.S. citizens who help the Embassy help U.S. citizens in need.  They assist travelers in distress, help us track down missing U.S. citizens, and, in the event of a natural disaster or other emergency, help us locate other American citizens so we can help get them to safety.  Wardens are usually American citizens who are longer-term residents of Ukraine and, ideally, speak some Ukrainian or Russian. Please note that this is a voluntary position that does not involve financial reimbursement.
 
?         We need wardens in major areas like Cherkasy, Chernivtsi, Crimea, Dnipro, Donetsk(?), Ivano-Frankivsk, Kherson, Khmelnytsky, Kropyvnytskyi, Luhansk, Lviv, Mykolaiv, Odesa, Poltava, Rivne, Sumy, Ternopil, Uzhgorod, Vinnytsya, Volyn, Zaporizhzhya, and Zhytomyr. Wardens in smaller cities and rural areas are also uniquely important because those can be the hardest places for us to reach in an emergency.

If you need a passport for someone under the age of 16, please understand that in almost every circumstance both parents and the child must come in person to submit the application.  Please note that all of the fees must be paid in exact change in U.S. dollars only.
 
Note! Effective April 2, 2018, the passport execution fee increased from $25 to $35. The $10 execution fee increase applies to U.S. passport applicants using the DS-11 form, including  first-time applicants over age 16, children under age 16, and applicants who reapply after reporting their previous passport lost or stolen. Accordingly, the total passport fee for such applicants will increase by $10. The $10 fee increase does not apply to adults eligible to renew their passport using the DS-82 form. The Department of State published a Final Rule confirming this fee change on January 31, 2018.
